The Atlantic Mutants
In a world where mutants make up .001% of the population but still Human mistrust and greed are potent. Where the main thoughts and beliefs are all but a lie to those who know the truth; And where at any time the players could be faced with a simple bank robbery or the grand scheme of a foreign mastermind trying to take over the world.
This campaign is very liberal in that the GM can take it in any direction he/she wants to take it. The players should be around Medium level (comparison to classic marvel superheroes RPG would be around 400 points) The campaign should start off with the introductional letter sent by one of the main npc's (who is actually dead when they get the letter) listed below...
Dear Reader,
I write this letter in an attempt to correct those things that have been wronged over the decades. Please finish this reading and remember that you were chosen for a reason, do not share your bit of this destiny with anyone accept those who can provide you with evidence that they too have a letter, duplicate to this one.
Step back with me into a place where anything is possible and envision this; truly envision what I am about to ask you. Formulate real answers...talk to your self if you must, "whatever" just make sure you are envisioning. What would you do if one morning you woke up and you found that you were different from other adults. Not different like you have one arm or your life has come to a complete halt due to financial difficulties but truly different, even down to the genetic level. Then what if you found out that you were not the only one, that there were hundreds of thousands, even millions. I know what your thinking, the world would slowly slip into chaos because of human's natural curse of greed and our quest for power; so be it, but what if there were those who wanted to stop it. What would they be like? Where would they be from? What lengths would they go to stop this from happening?
Now once again step back and listen once more to the ramblings of an old man. It had already happened. The world as it is today is a century year old scam. The ones behind it all are the ones that I write in protest of now. They are the very epitome of the reason why you cannot live in the true world. There is much you must learn from my words but to truly come away with the true understanding of what my words mean you must keep and open mind and believe everything that I write; I have no reason to lie to you about this.
Everything you have ever learned has been a lie, a well constructed lie but a lie non the less. Every historical event that happened is a lie even to those who believe they lived through it. Technology is meager compared to that which is truly obtainable, and once more for re iteration; "Everything you see is a lie". Step away from your current history remembrance and embrace this story...
Two centuries ago (Roman Calendar Years) there was a violent eruption all over earth, not in the nature of the earth but rather in humans themselves. These "eruptions" were due to large amounts of sudden genetic mutation that conjured forth abilities of immeasurable power. All over earth there was a panic as "Mutants" began ravaging entire cities by pure accident. One thing you must know is that the technology of this society was highly advanced, space travel was already very routine and it would not have been hard to conjure forth weapons of mass destruction. So, the nations of earth (at this time there were only 4 nations, each representing a different hemisphere of the world) gathered in secret conference and decided that technology must be used to prevent such sudden outbursts of power and to prevent the overthrow of the UGR (United Global Republic) by such forces whom are wielding such powers.
2 months later, the conference had within its power the ability to nullify serious threats by mutants with a single push of a button. For 50 years this technology worked, it stopped any threats from becoming to serious and giant leaps were made in the science of Mutants.; the world populace never knew how this happened, they were only told that it was a new technology and that it would keep them safe, the citizens made no more effort to understand. Unfortunately further mutation caused those mutants who were on earth to become resistance to the technology, even to the point where they were not affected entirely. In panic and total disarray at the lack of ability to stop mutants the UGR was a prime target for a young mutant going by the name "Psyche Surgeon". This mutant hosted an array of mental abilities including Telepathy, Telekinesis, Precognition, and Post cognition; these last two powers being where he drew his idea from. Using his extensive mental for(t)seeing powers the Psyche Surgeon witnessed a past complicated with chaos and absolutism of power, greedy in nature and armed with the powers of greatness the Psyche Surgeon set forth in changing the world to his specifications.
He reprogrammed the minds of all humans to forget all of the technology of the future, the government, even the style of living. Instead he programmed them with the information of the year 1950, with this new programming everyone forgot about the recent events and he was allowed to slink away all technology into a lunar base where he set up the Gene Diray (the device that stopped Genetic Mutation) re altering it to be global and constant so that mutation had zero chance of occurring. Thus with the power in his hands he spent one last bit of his energy to place himself as head of the United States government and lived on earth until the day that he was shot due to the beliefs of one man (maybe even the work of one of his close friends).
So now as you read your mind tells you not to listen but please understand that it has been told to do that. I know you are asking who I am and where I got this information, well I am the Psyche Surgeon. This is my dieing letter to humans, I have spent the last 40 years on the lunar base after I received confirmation from the automated computer that the machine was malfunctioning. My quest for those 40 years was to figure out a way to keep the machine functional, but after 40 years I came to the sudden realization that it was not going to happen. So instead I write this letter to you in order to prepare the world, prepare it for something that has the ability to destroy the human race. I could not fix the machine but rather I was able to hold power through solar energy that will keep the mutation rate down to .001%, this seems like a small amount but in a world of 7 billion humans this is very large amount of people that have the ability to be evil in ways that need to be prevented.
Now that I have given you the truth, I hope you shall deliver the world to it. Unfortunately to truly introduce this I have foreseen the many possible outcomes and have realized that you must do it through good deeds not through words. I see now the error in my ways, I wish that I had not done the things that I did but you can use me as the prime example to the theory that Humans are corrupt when given power. You do not have to join this force of people who will be in charge of stopping the war that I have foreseen, but if you do it is best that you do it as a team, If you choose to become part of this team then you will need to immediately travel to Baxley Georgia, you will travel to the "Soul Air" airport and will buy a ticket from a man named William Scott, show him this Letter and he will air lift you to a small island in the middle of the Atlantic, this Island is completely hidden from all forms of detection except by that of the airplanes that fly from "Soul Air". You will meet your new team Leader Captain Jordan Robbins, he will explain the island to you more in detail.
Remember, you were chosen because I have foreseen your destiny and know your greatness. Do not allow yourself to be talked out of going by your own conscious; Everything I have told you is true, your Destiny lies within the Future.

Constructive Criticism would be wonderful, also if you see somewhere in the letter where I contradict myself please inform me I would like to do my best to "perfect" this campaign so that maybe one day I can run it, online or tabletp depending on interests in both places.
