History
This much is known about Black Raven. He was born on a cherokee community from a native mother and an unknown father. He claims to be be the child of 5 continents. Finally, there is nothing he cannot escape from.
In uniform, Black Raven appears to change sizes and shapes within the thick volumnulous black feather cloak he wears. A Large patterned headband covers his face from above his eyes and to nearly the top of his head. The cloak covers below that and he moves carefully so that no one is quite certain his age or appearance. Some people even speculate about his gender.
Black Raven rarely speaks, and then only to share information. He seems to always know what is going on around him, and has personal information on everyone he works with.
Out of uniform, he goes by the nondescript name of John, and often pretends to be one of the many janitors and service people when interacting with others. He always has a smile on his face and is outgoing, asking probing questions and learning as much as he can, nearly opposite of his Black Raven persona.
It took 6 years of work to bring young John into the fold. His powers were heard about from some awed spectators of the shows he performed to earn money for his ailing mother. Upon seeing the show, the recruiters came and tried to coerce John into joining, but only found a note, reading simply - Leave Me Alone.
3 Years later he was captured as he slept and brought to the base. He stayed for 3 days, eating heartily and chatting away with James, about his captors, about the base, the agency and any other information he would share. Then, the on the 4th morning, he was gone.
A couple of days later a note was found scrawled on the wall of his old cell: You can't catch the wind James.
For the next 3 years the chase, and The Conversation continued. Each time James and his team caught up with John, a note would be left with a space for the answer. Often had to do with the morality of the job, but sometimes simply talked about the latest ball game, native american affairs, or simple philosophy. Depite himself James came to like the young man, despite his desire to strangle him.
Finally, a tear streaked John walked into James's office in one of the most secure agency areas of the Agency, reporting that his mother had died, and he no longer had any reason to run.
His training took another 2 years, during which time he developed his Black Raven Persona, which acted as a buffer between himself and the others. He didn't want others to know what he was, for reasons he would not say.

John whistled quietly as he wandered the halls in the "commandeered" janitor's uniform, mop hanging over his shoulder. He nodded and gave polite hellos to everyone he met. Unconciously he reached up to make sure his pager was still in his pocket. After all, it wouldn't do to miss anything important.
It had been a lucky break the day he finally convinced James to give him that heat producing dummy. It made his little walks easier, since he didn't have to avoid angry guards searching all over for him. He wasn't sure if they knew he could block out heat sensors or not, but it never hurt to be cautious.
Today's target was the science lab again. Science fascinated him, even though he had not the slightest understanding of how it worked. It was like magic, which he somehow did vaguely understand, thanks to that strange voice in his head.
He reached the checkpoint and quickly faded into smoke, and stepped into the wall skipping past the security sensors. He was pretty sure they wouldn't pick him up, but it was better not to test that theory.
Once well clear of the check point he stepped back into the room, panting. It took a lot to stay in the world of spirits that long. He faded back into sight and gave a friendly hello to the green scientist who grunted greetings and promptly ignored him. He just shrugged and wandered off. Janitors were far to low on the totem pole to be spoken to by the great Genius Scientists. Still he would like to give that suit a go, if he didn't think he would make it blow up.
He mopped quietly and watched him struggle with all sorts of issues and problems, tyiping furiously, then running over and going over circuit designs. He was a very dynamic person when really busy, not that most people would notice.
At that point his pager went off. He was careful not to just and blow his cover. He slipped away silently and and walked haltingly up the air to the closet he knew was just above.
A quick change later, he walked silently and frowning down the hall to the chief's office, the other voice thoroughly in control now. He giggled inwardly at all the normal folk skittering out of his way, as he always made a point of phasing through anyone who wasn't paying attention. The chief yelled at him about this, since it usually destroyed their beepers and such, but it was hilarious to look back at the shocked faces.
