The whole idea here is not to create super-god characters, but rather, agents with a decisive edge- through whatever means... As such, the characters themselves are going to seem a bit on the "low" end for many other campaigns.
Since this is a forum, we're gonna have to go with a point system to make the characters.
Each character has 200 points to spend on character generation. There's really very little restrictions, but here's how to spend them:
FASERIP: 1:1, with no more than 50 points spent on any 1 stat (ie., max is AM/50)
Powers: 10pts: 1 power (* powers cost an additional 5 points+ mandatory limitation) Starting characters may have a maximum of 2 innate (non-equipment) powers.
Talents: 5pts/ talent (* talents double)- Be as multi-talented as you like!
Contacts: 2pts/ contact- you can have as many friends as you like...
Resources: Base is GD/10; 5pts/ Column Shift- either direction, maximum IN/40, Minimum PR/04
Power Stunts: 5pts/ stunt- bear in mind, these will also need points for rank, and they cannot be higher than the rank of the power(s) they're based off of! (to start, anyhow)
Power Slots: 2/ slot- these points are spent to reserve slots for future powers.
Ranks for anything are always 1:1 (except resources, but you can always dump extra points there if you like)
Freebies:
Everyone gets Detective/Espionage & 1 combat-related (Martial Arts or Weapon, ya get the idea) Talent free of charge, and Agency X as a contact (duh).
Improvement of stats, powers, etc will go as per the Advanced set MSH rules (spending Karma and the like).
Various equipment will be provided as per mission specs, and don't necessarily have to be purchased with Points- unless you want it to be something that you ALWAYS have (as used equipment is returned after each mission...).
Character background is really up to you. Aliens are possible, as are Mutants and altered humans, cyborgs, magic-users, etc. Gods, angels, demons & the like may be permitted, subject to Judge approval- but Players are encouraged to avoid these selections. (won't get ya any more points, in any case...)
Considering that the "average" agent (as per the Judge's Book) is (following these rules) made with about 100 points (give or take), 200 is already quite a step up
